The District was formed as a temporary District in 1999.
In a confirmation election held on November 5, 2002, Kendall County voters approved the creation of the District and elected five Directors to the Board of Directors.

These rules apply to all who use groundwater. This includes the City of Boerne, Tapatio Springs Resort, and Comfort.
The boundary of the Distinct is contiguous with the county lines of Kendall County and includes all the land within that boundary with one exception.
The City of Fair Oaks Ranch is excluded as authorized by House Bill 2005 of the 77th Texas Legislature (2001). This bill created the Trinity Glen Rose Groundwater Conservation District.
This enabling legislation recognized an existing municipality might be included within the boundaries of one or more other groundwater conservation districts.
As a consequence, an option was provided to the citizens of the City of Fair Oaks Ranch to choose which Groundwater Conservation District they wanted to belong.
In this case, voters chose the Trinity Glen Rose Groundwater Conservation District.
